The University of California, Santa Barbara has explored how to mitigate housing density in Isla Vista in their Long Range Development Plan (2010) and now plans for a massive dormitory to be built.

The proposed dormitory is set to house 4,500 students — in a mostly windowless 11-story building.

Long Range Development Plan (2010)

UCSB's plan for the future to increase dwelling units in line with their increase in admission numbers. Plans within the LRDP are to be completed by 2025.

The Long Range Development Plan (LRDP) "is a comprehensive plan that guides physical development such as the location of buildings, open space, circulation, and other land uses" according to the UC Facilities Manual. Many have been developed by all colleges within the UC system, but UCSB's 2010 version possibly has the answers to how to fix the housing crisis plaguing students.
